Joel joined KC in 2016 to expand the estimating staff.  After earning his degree from Penn State in Urban and Regional Development, he began his career in the engineering and environmental consulting industry.  From there he moved on to site development , working for both developers and site contractors, estimating and project managing.  In search of a more technically challenging business, Joel landed a Sr Project Manager role with a specialized heavy civil contractor - implementing and managing support of excavation projects. He also spent a few years with a telecommunications design/build firm as an operations manager before accepting a position at KC back closer to home. 

Joel has approximately 20 years of experience in Construction Estimating and Management of large-scale civil site work, utility, industrial, and environmental projects.  His experience during the last ten years includes estimating and project management responsibilities for projects ranging from $1M to $25M.  Joel’s major areas of expertise include: estimating, scheduling, material and subcontractor purchasing, change management, site planning, workflows and procedures, data capture and cost analysis.

Joel’s primary role as the Chief Estimator is to secure projects following the company’s direction toward larger, more complex heavy civil construction associated to dam rehabilitation and improvements.  Mr. Baker is responsible for identifying, tracking and bidding all potential project opportunities as well as general market awareness. Additional requirements include earthwork calculations/analysis and working with engineering partners to develop control and diversion of water schemes.

Joel and his family of 4 make their home in the central part of Buck County, PA.  Most often you can find him on the soccer field coaching his son’s soccer team or out on their boat up in the Poconos.  Otherwise he is busy supporting his wife and her mission to adopt or find a home for every single rescue dog she can get her hands on.
